Even with speed equalized, he'd still lose. Flashes do more then just run fast.

Speed equalized for the Flash? That is like saying Superman but without the superpowers. Speed is the Flash's entire deal.

This seems a lot like a spite thread, to be honest. Equalizing speed in a fight against the Flash is basically removing his entire power set short of phasing. And even that he needs a level of speed to perform that he probably doesn't have here.

Case in point why equalizing should be banned

Flash loses badly, speed is the main advantage the Flash would have over Kenshiro. Without it he is almost powerless compared to a guy as skilled and deadly as Kenshiro.

Equalizing is fine when done with the intention of making a good fight. This is straight up removing the primary ability of a character to make an intentional spite match.
