Gon pretty much. While Genshin is a master swordsman and can predict movements through the emotions of his enemies, he is outclassed in stats. To give you an idea, regular bullets would not matter for Gon. While Kenshin is slightly above a regular human. He can barely outspeed bullets and getting hit by one it would be bad. Samurai X has an amazing narrative that can totally compete with anime verses like HxH and FMA when it comes to story. But when it comes to power scailing, they are not impressive.

Honestly, if you want to see one of the best villains in anime (Makoto Shishio), watch it. Even the live action adaptation it got was awesome! But anyway, Gon wins thanks to the stats difference.

Gon during the Hunter Exams could probably body any and everyone in Samurai X minus Kenshin's master
