Broly was able to compete with ssj Gogeta, who should be above ssj2 Kefla, so Broly should win with some difficulty, but if Broly goes full power ssj it becomes a stomp.

Vegeta says he never felt an Energy as Heavy as Jiren's at that point. which includes SSJ2 Kefla. She's Compared to the Spirit Bomb but there's Big Babies who will cry about her not being close to it.

Fast Foward to the final flash scene, Jiren has to brace himself for the attack, Belmod was actually scared of it, and Jiren compliments Vegeta on it even though in a weaker state he blinked away the Spirit Bomb with no problem.

Goku has his go at it with SSB, During his fight with Jiren he never felt a strike as powerful as Jiren's after he got Struck over a dozen times with those same hits. In Base form if I Recall. ROF Frieza in his final form only fought Base Goku while his namek Counterpart fought SSJ, Namek Frieza is above Post 4 month training Frieza then? TOP Jiren is now on par with Moro Arc MUI because he fought Goku During a weaker Appearance?

You could also argue that when Goku asks if Vegeta had ever seen a Saiyan like Broly after experiencing the TOP events would mean that none before had come close to his Power. which by feats and scaling makes Perfect sense.
