Kefla for an easy win. Her base could give SSG Goku trouble. And yet SSJ2 Goku had no issue throwing around Master Berserker Kale.

Normal Berserker Kale seemed stronger, but its unknown, and likely less than the power of a fusion: especially in SSJ.

kelfa wins by far, berserker kale was just bad writting just like master roshi vs jiren.

Kefla is literally Kale + Caulifla x multiple times more. Even base Kefla can arguably win.

Guides explaining differently that it is fighter A x B, with another saying that a base Vegito is above a SSJ3 Goku, with the anime proving a result of a much greater power.

The DBS Manga furthers the odd power amp with a base Vegito able to casually damage Merged Zamasu to the same degree as a trying SSB Goku.

We see in the DBS anime that weaker fighters like Kale and Caulifla fusing were enough to put them notably past a SSG Goku, who on his own had no trouble dealing with them in base-ssj2 levels of power, amping due to them adapting in power and him gaining more energy to slowly raise his form. Showing that weaker fighters managed to surpass a non-ritual formed SSG fighter who at base is notably above them, with their base fusion.

The recent Broly Movie also shows that a Base Gogeta was able to manage Broly, when a combined SSB Goku and Vegeta couldn't manage him.

Any of these boosts should be more than enough to flip Kale, with Kefla able to easily manage.

My headcanon for fusion is that base = (max A + max B) x ("tens of times”). With that said Kefla steamrolls
