It would, one touch and it will nullify the Red Dragon Emperor Effect. That is why I say play the range game and gather power. Plus Touma is not that fast to tag Issei with his right hand.

Honesty now that I think of it, Issei would die if he gets touched the Imagine Breaker (He becomes a magical Creature when Rias Resurrected him as a devil), knowing this, Issei will just fly around gather strength, look for angles to attack that will not be blocked by Touma's right hand.

Random encounter and Issei will lose because he jobs a lot.

Hmmm i say issei, but im not sure, considering he is a devil, touma could negate his powers and he would only get the boosts in physicals and nothing else.

Remember that Issei already died as a human. He is now a low ranking devil. Being a supernatural being, Imagine Breaker will erase him from existence if Touma can hit/tag him.

If Issei doesn't know about Imagine Breaker, Touma should take this handily. Issei is a supernatural being, so Imagine Breaker would destroy him. Coupled with Touma's precog, he should be able to take this, unless someone has proof that Issei won't go for a direct attack first.

Most of the projectiles thrown at Touma that he negated are propelled by Super Natural Force, like Accelerator's vectors. A gun fire cannot be negated by IB.

Touma stomps, Issei has 1 Dragon Residing in his entire body, Imagine Breaker has been shown to house 8 dragons and probably something even powerful as Aleister said that Touma's right hand isnt just a hand that can nullify supernatural abilities, but holds even greater power.Touma has also been shown to survive a universe level magic from one of the magic gods and Touma could probably just swipe Issei out of existence since Issei is a supernatural being.

Touma needs 1 tap from right hand to kill issei. Imagine breaker >>>>>>>>>>>>>>> balance breaker

Personally my vote goes Touma. The reason is that even until now we haven't seen the full extent of I.M. power. I mean it was stated in the light novel that when the invoice thing broke out a second time, this time with eight dragons instead of just one, there was a greater power that allowed touma to pull invincible "back under control" so yeah I think Dogma might have a few tricks up his sleeved that even he doesn't know about

issei accidentally destroys his right hand. Then a disaster happens.
