Sasuke wrecks. MS Sasuke, who was exhausted from fighting Danzo and at the Kage Summit, nearly stomped Kakashi already. Not sure what difference a chakra cloak would make. Especially against someone with the EMS compared to just the MS.
Sasuke I believe. I can sense and predict when Kakashi will use Kamui. He can counter by launching projectiles like susanoo arrows, or using amaterasu. And Sasuke is really smart, so I'm confident that he will find a way out of any difficult situation that Kakashi places him in. And also lets not forget genjutsu.
If saskue spams susanoo arrows he takes Kakashi's kamui snipe off the table and makes it a purely defensive tech. Then the fight basically breaks down to who can last longer. a my money is on saskue due to way less chakara drain he will experience due the EMS instead of kakashi's huge plummet everytime he activates his ms I don't think the nine tail cloak is enough of chakra boost in this situation to make a difference.
Kakashi vs Sasuke can be debated as it is. Giving Kakashi cloak means he has the 3x boost.
I am gonna go with Kakashi here, Sasuke can't survive Kamui snipes.
He can doge them Kakashi has never hit a moving target like Sasuke and wont here,anyways he does not start a fight off with it so will not here he dies

Raikiri would go through Susanoo....and if not he can use Kamui while blitzing to open a spot in it. So now its basically Sasuke vs the Raikage but he isnt going to win a battle of lightning here
