Hulk more often than not since Kai can't hold him in place easily while Hulk can knock around and tear apart Kai. That's assuming stealing chi works on Hulk. If it doesn't, Hulk takes it for certain. Kai does have great strength and skill, but his strikes are not going to hurt more than the Hulkbuster's. Hulk may have trouble initially due to the skill gap but Kai doesn't have much of an answer for a full force tackle and he can feel hits from much weaker opponents iirc. Hulk's durability means he can get past the chain weapons.
