Juudara is too much imo. He has too much control over the battlefield for Kratos to really handle.
Kratos does have ways of taking him out though.

Unequalizing speed would yeild the same results. They aren't too far off in speeds anyways. Unequalizing speed just lowers Juudara's ability to perceive.

If Kratos starts with time stop he could end it automatically via tearing Madara's soul out with Claws of Hades,turning him to stone, reducing him to a pile of ash.

Yeah, I changed it to 8/10 but I probably feel like 7.5/10 is better.
Kratos doesn't always fight like that which is why Madara even has a chance at all.

Yeah he usually starts with his blades of exile,Kratos is quite intelligent and doesn't play around unlike Madara so if Madara doesn't 1 shot I can easily see Kratos using his variety of relics to stomp.Also doesn't the power of "Hope" bring him back if he dies?

Madara would never have the ability to win through genjutsu, so he's limited to his fire styles, taijutsu, meteors, etc. And most of the Ninjutsu etc., could be argued to get ignored because of Kratos's Golden Fleece, which tanks everything in the game including the Blade of Olympus cannonically. So it's actually a lot smoother for Kratos than I initially thought, as Kratos can revive and take the fight completely seriously with a new understanding of it, and instakill Madara.
So I change my answer to 10/10 Kratos as even when he loses, he'll win.

Country busting is hilarious wank unless maybe you're talking about Edo Tensei's Susanoo Meteor, in which case Madara himself can't even tank.
And..... By stopping time and killing Madara before he does it. Or simply reviving if he get's tagged by it. Potentially living through it in the first place.

Madara's meteor's are comparable to the Earth's curvature, and are made from the mass of entire countries. His Susano'o is the size of a small mountain. You have absolutely no argument for them being as small as you're pretending they are.
If its comosite Kratos he wins. At the end of god of war 3 the only thing to kill him was Blade of Olympus. He was overpowering physically beeings that were holding the world on their shoulders. He has attacks that can make himself completely uneffected from blunt force attacks etc. Only thing i see for Madara working is limbo and genjutsu.
Bu Petrifying him, ripping his soul, draining his life-force/chakra, stopping or manipulating time. Kratos has various ways to put Eos Madara down.
Kratos is also planet level scaled from beings who threaten and shake planet with their Imps. Relativistic to Light speed Reaction which is more than enough to Give him Edge in Speed over any of Naruto.
He overpower full powered Slam of Cronus who is Same strong as Atlas who is Lifting weight of Whole Planet for so long time. Cronus has overpowered and Defeated Uranus whose Exchange blow create Universe and countless of Stars.
