Damn... I can't tell you who he is without spoiling the current story unless you're cool with it. I tried to read raw scans so I think his origin was revealed then.
I can post feats though. He's high street/low-mid like the GoH verse was before the power creep.

From the small amounts of research I've done on Jung, it seems fairly even to me.

Yeah they're intertwined.
Feats:
[Strength] Tanks a punch from Jong Jin Bang that sends him rocketing off the roof a multi-story building and crashing into the concrete below:
[Speed] Scales the same building in less than a second to intercept a point blank punch from from Bang, who is FTE. This feat is easily supersonic:
[Strength] Elbow's Bang hard enough to crater the concrete under him with excess force:
[Durability] Tanks a pile-drive from Bang that sends him through the stone roof (which was at least a couple meters thick) and crashing into the floor below:
[Durability] Tanks countless blur-speed punches from Bang at his strongest:
[Agility] Maneuvers through Bang's onslaught and Jwa-Woo's Zombies to attack them. His lvl jumps from 2.5 to 6 and then to unknown:
[Skill] Breaks Bang's onslaught with Silla, weaves his way through both assailants and attacks them with several Taekwondo moves:
[Strength] Sends Jwa-Woo flying with a kick
[Strength & Speed] Reacts to Sunny (who's FTE+) and then hits him hard enough to shatter all the windows of the building for 2 floors. He blitzed Sunny as well
[Speed] Evades Han Dae-Wi's punch:
[Durability] Tanks being slammed into the wall by Mujin Park:
[Skill & Agility] Knees Mujin's elbow (possibly broke it) and slips out of his grip:
[Durability] Survives being flattened by Mujin's gravity and then stands up, overpowering it:
[Strength] It was confirmed that he broke Mujin's arm:
[Strength] Uses re-taekwondo ground drawer to redirect Ahan's flash freeze stomp:
[Strength] With a single stomp he breaks bedrock, dislodging a mass of stone then flinging it:

That yeoui drop was epic.

It still looks incredibly even to me.
Jung was resisting Mujin's gravity and fought Dan who knocked down Yeoui, I think he would be superior. Although we don't quite know what the Yeoui Jung summoned was.

Suiryu is stronger. He kicked Choze's energy blast hard and fast enough to part the clouds, chopped the Fight Arena stage in half, flipped half of it to stand up, kicked Saitama into the air and back down to shatter the stage, and wrecking the stage in general are superior to most of Jung's feats (he'll probably get better ones soon). Suiryu is also more durable, for tanking a hip strike from Saitama and hits from Gouketsu and Bakuzan. In endurance and stamina they're about the same.
Jung is far faster, way more skilled, and vastly more agile though.
Jung is far more skilled even only using Renewal Taekwondo, also far stronger lifting a piece of Yeoui. As for speed it's iffy but I don't see Suiryu as faster so that is a non issue. He's easily more durable after taking hit from Dan Mori. So I think this fight is rather one sided.

One sided? I disagree. Read my above post though, that's my opinion on this fight.

Suiryu wins, mostly because of massive stat advantage...
S-class characters from OPM are no joke. Their speed is at least MHS and striking is solid mid-tier even comicbook wise, like EASILY 100+ tons. Take a look at tank top master for example, and he is a LOW S class. Suiryu is much more powerful then him.
Some Suiryu feats:
One shotting Lightning Max, a pretty powerful A class hero, like he was nothing.
Same happened to Benpatsu and Volten
He can even match Demon+ class monsters in power and speed, and temporairly fight Dragon class monster. That's country-level humanity threat guys.

Since when? Clouds are just vapor. Either way they get dispersed pretty easily so that's not a million pound feat or anything. You can't solidly quantify the feat either, energy attacks usually don't cause damage via mass or the force they're propelled at, but the force they explode with.

The way he did it definitely certifies being Suiryu being a 500 tonner. The focus isn't the energy attack itself (the ball is featless) but the amount of force Suiryu would've need to exert to accomplish the feat:
