Bullseye has 8 ninja stars, a box of paper clips, and a .44 Magnum.

Lets use both versions of Jubilee.

Morals off...Jubilee demolecularizes Bullseye before he's even in range to hit her with anything.  She has the power to ignite atoms at the subatomic level.  Se does that anywhere around her and it's bye-bye Lester.

Good question.  I assumed mutant Jubes. Mutant Jubes wins 10/10 easily.   Vampire Jubes is a different story.  I'd give Bullseye the edge there.  A toothpick = a wooden stake.  The weapons he starts with wion't help much more than to slow her down, but he should be able to find something that will work to finish her, even though she's superior to him in every way physically.  I think Bullseye would win 7/10 against Vamp Jubes.
