Joshua Graham has more hand to hand prowess than even the finest of Praetorians, who train to be the Premier unarmed combatants of the Legion.
He survived being set on fire and tossed into the Grand Canyon, many frag mines exploding in close Proximity to him, and countless gunshot wounds at the hands of the NCR, Legion, and various tribes he has faced.
Just 'cause he's a video game character doesn't make him a pushover.

We have nobody or anything like superheroes in fallout, no exact limits or specifications on anybody's strength or skill. That's why we must rely on context clues, educated guesses, and assumption paired with common sense.
Hush = Deadly Accuracy, NCR First Recon = The last thing you'll never see. Definitely not known for missing a shot. Take Boone for example. He mercy killed his wife right out of the arms of a veteran Decanus and escaped without a scratch on him. Even being close enough to a camp to get a clear shot is a miracle, let alone not being quickly intercepted and killed. He did this with a hunting rifle, mind you.
Joshua Graham has escaped death at not just one, but entire squads of NCR first recon numerous times. Hush's Accuracy will prove a challenge, but not necessarily his downfall.
As far as hand to hand goes, we really just have no way of comparing Praetorians to Batman. Too different. And it's not like we've seen their skill actually demonstrated. In-game they just do a leap jump and die.
In lore, they are Caesar's most trusted elite troops, capable of killing an NCR veteran ranger, (punisher level h2h) in single, hand to hand combat. All we know is that Joshua Graham has bested Praetorians before. My much to go on, but definitely impressive.
Joshua has Hush by miles as far as Durabilty goes. The above stated reasons just go to show that he does not go down easy. Countless gunshots, stab and slash wounds, high-impact and fragmentation mines and grenades, set on fire, kicked I to the Grand Canyon, hung from a tower, the man is one radiation bath away from being a ghoul. You could chop this guy's arm off and he would find a way to bounce back.
Intelligence wise, they're pretty much even. Not much more to say there. Not tactical geniuses, but good enough to make even the finest Risk player hang their head in shame.
