Does IF get full chi?
He gets his standard amounts of chi. If that's full, then yes. If it is a temporary amp, no.

Deflects Anti Tank Missile after it was fired. Putting his reaction on a Mach 2+ at a minimum.
The only one who has really shown off speed was Alex. Heller is more of a brute. Showing his brute strength more often than anything.
@dygoboy: Mind explaining how you calculated that? It's described in your gif as a rocket, so I assume it's a rpg. Most rpgs are subsonic, a select few are transonic at most.
That rocket is only traveling half the speed of sound tops.

Actually that's because the rocket Blackwatch uses is based of the FGM 148 - Javelin Launcher. Which uses HEAT rounds a.k.a Anti Tank Missiles which go up to speeds up to Mach 2. And is used for dealing for heavy armored vehicles like Tanks (As the shows it be very effective against it).
That rocket is only traveling half the speed of sound tops.

It might not have but it was a pretty damn good reaction feat. But Alex before was already dodging missiles and gun fire. So it's easy to assume that Heller can do the same. Hell even the Super Soldiers in the game deflect those missiles.
@dygoboy: I think you're a bit confused. A HEAT round is just the warhead, the explosive at the tip of the rocket, it releases a super-heated piece of metal at high-velocity upon contact with the target. I believe that piece of metal is what you're saying travels at Mach 2. The rocket itself on which it is attached is only subsonic.
