The water that affects users of Akuma no mi is the salt water of the sea, Harribel's is rather a kind of "artificial" water or created with Reiatsu, it should not have the same properties.

This could go either way since neither really have any impressive feats to their names. Only really scailing and hype for Jack and Halibel in feats.

Even without water Halibel wins. Halibel can fight in the air and Jack can't. He doesn't even have any long range attacks. All Halibel has to do is keep her distance and spam ceros.
