If Thor uses his flight and lightning and we assume Stormbreaker can cut through DSK, he wins.

If Thor tries to get physical from the get-go, DSK could trap him in his combo and pummel him pretty bad.

The Sea King should be too fast. Thor can definitely stomp him with lightning and slices, but he’s more likely to get one-shotted himself first.

Unlike Hela, Thor doesn't have instant regeneration to win eventually. The damage will add up and he's too slow to get a direct hit in with SB.

Thor's only chance is if lightning works. It is the only thing he has fast enough to reliably hit DSK. But I'm not sure how much damage it would do.

Deep Sea King is fast as hell but he's not untouchable here, especially given Thor's powerset. Given his advantages begin and end with speed I think Thor can probably do it.
