I don't follow Boruto so I don't know what's happening here but the Sasuke that I remember shouldn't be struggling against a miniature dinosaur. Chuunin exam Sasuke could've blitzed this fight. And his genjutsu didn't work? Did he end up losing his EMS or something?

Sasuke isn’t going all out against this dinosaur. It’s been shown before you can hold back tremendously without showcasing your true speed or AP in every battle.

Orochimaru vs Team 7 first meeting in forest of death. Itachi vs Kid Sasuke. Trunks n Goten vs a random snake. Luffy vs Usop. Rescue Rukia Arc Bankai training Ichigo vs vice captains.Eos Yusuke vs lower class demons. Saitama vs wing Garou. Base Hokage Naruto vs Boruto. Sarada vs Sakura in anime. Lots of these battles would be quick and one sided if other person used their true power.

Not trying to say they can do the same as dbz but they can lower their AP / power in specific situations which calls for it not to one shot somene
