Hogoromo is the most haxxed person in the entire verse, he should haxstomp. He can simply come from various points of time to one point to fight issike(like time remnants stuff) and BOOM you have an infinite number of Hogoromos destroying and blitzing issike pathetically

Not to mention prime JJ Hogoromo is basically = a part of issike + whole of kaguya+whole of tentails+whole of God ree + his own absurdly powerful base power along with several separate senjutsu and nature energy power amps with his perfect susanoo

Hagoromo wins, he has both Naruto and Sasuke's powers in him + more training and mastery, strongest rinnegan in the verse (kekkai mora), the most complete form of ten tails, creation of all things reality manipulation (should be able to use it similar to Izanagi and possibly even Izanami since COAT is the progenitor of Izanagi), has every rinnegan paths ability, has treasured tools hax, has every six paths related power of Juubito and Juudara, by statements of Indra having "the sages eyes" and the whole Sharingan and EMS/MS evolves into the rinnegan then he should have this too (anime out right confirms it) and the ability to summon souls to aid him. This should logically make him stronger or at the very least more haxed.

Pre-Jin Hagoromo needed Hamura to beat Kaguya, while this is impressive, base Momoshiki and Kinshiki were also stated to be above Kaguya so much that she couldn't oppose them.

I think Momoshiki absorbing Kinshiki would be somewhat similar to a JJ amp, however this is just headcanon so I put fused Momoshiki slightly under prime Hagoromo.

Then we have Isshiki who as Jigen stomped Naruto and Sasuke who are relative to fused Momoshiki. Isshiki should be much stronger than Jigen, however we don't know by how much. I still think Isshiki is stronger than Hagoromo, not by much though.

Could change depending on if Isshiki gets more feats next chapter.

@skrskr: Well they were only beating Momoshiki when they were fighting together, and he was doing a good job of seperating them and even KO'd Sasuke in the anime. I say they're relative just because the duo were weakened when they fought him.

Prime Hagoromo is strongest being in the verse. His feat without Juubi speaks for itself. As a ghost he gave Naruto and Sasuke his remaining chakra which propelled them to God-tier and made them capable of fighting against Otsutsuki clan.

(R1)Took months for Prime Hagoromo and Hamura to seal Kaguya, only took Naruto, Sasuke, and DMS Kakashi several minutes. Isshiki manhandled stronger versions of Naruto and Sasuke. So by that I'll go with Isshiki. Would be an interesting fight for sure though.

(R2) Sage Of Six Paths + Infinite Chakra is impossible to beat so Hagoromo.

We have no idea how strong JJ Hagoromo is.

Base Hagoromo is more or less equal or maybe slightly weaker than Naruto and Sasuke combined since he gave each half his power.

We know Isshiki is far beyond both Naruto and Sasuke to the point that he makes them look like kids.

We have no idea how much of a buff the Ten Tails is for Hagoromo but I would put my money on Isshiki since he's portrayed as the greatest threat in the series so far even greater than Kaguya who is stronger than Hagoromo.

Isshiki > Kaguya > Hagoromo alone
