He could bust continents and destroy all human civiluzation if we go by his feat of moving the tectonic plate. There are multiple accounts of the government and batman mentioning he could destroy the world and all humanity. But I don't think that's the answer you were looking for. If you're asking whether he can one shot a city or not then I don't think he can. In live action I've seen only a few people able to do that. Fox Apocalypse comes to mind pretty clealry. Who else?

Oh I edited the left unchecked part out. And I don't think many live action characters have the power to move tectonic plates. They weigh millions of tonnes. Also I'm retreating my statements of Superman not being able to bust a city. I just remembered something about Kinetic Bombardment. If Superman falls from orbit with enough velocity and hits the ground, the kinetic energy would easily bust a city. There have been weapons proposed in the past with the same principle using tungsten rods placed at orbit.
