Mxy would shove the Ultimate Nullifier up Galactus' ass.
Mxy stomps.
They are both an iteration of the same character, albeit from a different cosmos.
When they did meet to compete, Mxy had to cheat to get the upper hand, but ultimately ended in a STALEMATE.

He caused trans-dimensional cosmic rift that was gonna destroy all known universes a.k.a the multiverse, he did it casually for fun. :D
Don't act like IM can't win. He's essentially one step down from protege, a less serious version. Impossible man can replicate any power to an unlimited extent, where as MXY already has 5D powers. It's a stalemate, whoever is more serious wins this
So if you're gonna use Dimensional tiering, let me tell you what's up what wrong.
What's Five Dimensional in DC works totally different from literally all other fictions handing what is 5 Dimensional.
The Bleed as well as Hypertime arguably rotates through or are embedded to and within the Fifth Dimension and are containers of infinite universes making the Fifth Dimension not really 5D after all, but a thing that contains something (Bleed) that contains something 5D (Infinite Universes in Bleed).
Thus, 5th Dimension > Bleed Space > Infinite Universes (the TRUE 5D) by technical means, Mxyzptlk is more 7 Dimensional than 5 Dimensional. So DC is totally inconsistent or nonsensical in how it works. By their very nature, Mxy constantly denies dimensional hierarchy over and over.
Why do I bring this up? Because no other fiction sees 5 Dimensional as Multi-Media Exit Travel in the same manner as DC does it. So how do we possibly scale cross fictional dimensional tiering?????
That there lies the problem as Marvel uses Dimensional Hierarchy, but they're very historically vague about how dimensions work. And they do not work like DC.
DC uses more detailed exquisite and more refined world building to their dimensions and multiverses but are extremely inconsistent, don't make a lick of sense half the time and get retconned over and over.
Marvel's Cosmology is just as sizably complex, but there is very little detail given in its internal structure to the readers. It is more consistent, but with a very simplistic presentation of an otherwise complex Cosmology.
Thus making any form of Cosmology scaling between DC Cosmic and Marvel Cosmic difficult to gauge.

@sungsam: impossible man can do that too. He had a whole conversation with Stan lee and makes many 4th walk breaking feats commonly. His reality warping is no joke with him being able to displace time travelers. Resist molecule mans reality warping. Transform into galactus to have his full nigh omnipotent power cosmic. he is so strong he has stated to be stronger than the Phoenix force which can rebirth and destroy the universe with one of its smaller fragments. He can have reed richards (that guy knows his stuff) say that he can do anything he wants. He can teleport instantaneously anywhere. He can have galactus afraid of him. And that’s not even talking about his shapeshifting. He can transform into a planet, and I’m kind of confused if he can change colors or not. if he can reality warp than why can’t he just change his own colors? anyways. And since he is that powerful than that makes all of his race as powerful as him since they all share memories and skills. They can make a great match for all the Imps. Ok, now to rank impossible man, if he can have a nigh omnipotent being (galactus) scared shitless of him, he can possibly be omnipotent. Plus that very same nigh omnipotent being said that he is more powerful than a Omnimpotent being, (the Phoenix force) the Phoenix force is multiversopal if you didn’t know that the Phoenix force sends fragments of itself to every universe and they are all weaker. And impossible man is stronger than the big one. Making him multiversal. He can win this battle if he’s serious. But so can mxy, it could be a stalemate but whoever is more serious wins this.
