yeah VERY briefly. He also couldn't sustain it, ice melted and Bobby passed out from exhaustion afterwards.
You don't know that Iceman can transmute anything into ice/water right? Anyways, Iceman can survive as an ice, water or gas and he is immortal and omnipresent.
I've read a lot of X-Men comic books featuring Ice Man and he's never shown to transmute someone into water outside of liquids themselves. Arguments with actual proof through scans >Arguments with head canon and baseless assumptions. Show me the scans already of him transmuting another person into liquid.
Also if we're going with that kind of "argument", what would stop Firestorm from just pulling away the mutant gene from Ice Man's DNA to turn him from being a mutant into a human just like what Deathstorm did (evil version of Firestorm) to Captain Cold when Deathstorm took away Cold's powers in Rogues Rebellion #2 (outside of experience with his powers and his morals)

Yeah Firestorm could do that to Iceman if Bobby was just a physical being but he's been reduced to nothingness and this is what he did to his enemy. ABSORBED THE MOISTURE OF THE ENEMY TO REFORM HIS BODY. Iceman is a psychic entity who can make bodies for himself. How is Firestorm going to deal with that?

In this scan he teleports others by absorbing them into the snow and transports a great distance away. It wasn't just moving them it was transmuting them and making them reappear elsewhere. He did similar things during the rest of the story. Oh and the consensus is that he has the same power level with or without the Deathseed.
Firestorm transforms Bobby into Jello. He's a one trick pony in comparison.
Jello? Iceman has been disintegrated and reformed. He's made multiple bodies working independently of each other (Yes Naruto style). He is not a physical being really. How does Firestorm deal with that?

It would count as a BFR at best. He'd also have to do that on a planetary level so to stop Iceman he'd have to destroy the planet. The OP didn't say morals off so I don't think that's an option.
Also, what is Firestorm's reaction time? Iceman has been at ground zero of a fusion bomb level blast and froze it, not looking and mid explosion, while making out with Mystique. He has a minor form of omniscience while in an atmosphere as he can sense all moisture around, on a planetary level. He froze the entirety of a hell-like plane of existence. He froze celestial tech and has beaten celestial level opponents. I'll give Firestorm the edge in raw power but he can't use most of that without burning himself out or risking another big bang.
Also cold clearly hurts Firestorm. And Killer Frost is no where near Iceman in power.
Not sure why everyone ignored the possibility of Firestorm ripping out Iceman's mutant gene and turning him into regular human Bobby. Firestorm stomps.
