If Iceman is willing to use lethal force I would need a physics book and a few hours to describe everything that he could do.

He controls kinetic energy, thermal energy etc. He could freeze his living lightnings entire molecular structure, or of the top of my head, if Iceman actually got creative he could accelerate the lightning's neutrons and slow down the kinetic energy in his cerebral cortex. Again not very much like Iceman but like I said Bobby wins by default.

Why is Iceman on his side?

By Iceman's normal MO, it would be a tie.  Iceman with full understanding and access to his abilities and the desire to use them that way, he could win.  LL can not win.
