Iceman can turn himself into water. He doesn't just cover his body with ice anymore, he becomes living ice. Hell, he could absorb Hydroman into his own body.

Hydroman would win. DUH! He's made out of water! Ice is made out of water so Iceman is made out of the stuff Hydroman controls. Iceman wouldn't be able to get into Ice form because Hydroman would be like "Nuh uh, you ain't getting no water." And Iceman would get all bummed out. Then Hydroman would say "Oh just kidding" and then drown Iceman before he can get into ice form. Then Hydroman would do his rarely seen victory dance called he Hydro-Dance while Iceman was like "I'm all dead and stuff from drowning in your bodily fluids."
That's why he's called Hydroman and not Freezable Man. Hydroman CURBSTOMP.
Hydro's control of water is minuscule compared to Bobby;s control of Thermal Energy. Hydro can not control H2O in all it's forms only when it is liquid. Bobby can control the temperature of anything! Once in Ice form Hydro has no control over Bobby, but in all form Bobby has control over Hydro.

Hydro's powers are not that great in scope - he doesn't even have the power to absorb a small lake, let alone all the water on earth.

Hydro has never show the ability to steal water from a person and he only has control of water he is in contact with. Hydro can not kill Bobby, Bobby actually has the power to reform from any source of water and he can exist with out water.

Hydro can only control water he is touching, Bobby can freeze anything he can see. Also, Hydro can not change the state of water.
