Considering Barry Allen's Flash is in the bottom of the atlantic ocean , yet Aquaman has given him a tool to provide him with oxygen for a very long time . He has to face another submarine creature that is on the other half of the earth so he has to get to him as fast as possible .

What's the top speed that he can achieve under these conditions ?

I don't know that I've ever seen any Flash run underwater.

They usually run on top of it.

They would be vastly slower underwater, but I can't really tell you how fast. Its incredibly complicated math. And its impossible unless we have some kind of speed feat to go on anyway
