Black Bolt's voice doesn't work on Maximus, so that wouldn't work. Plus, how does he come close to Black Bolt when his screams are pretty much going to be anywhere where his family is not? He would get annihilated by the scream before he does that.

That, and like, 2 years before House of M (which is likely the version of Pietro being used) Quicksilver could barely outrun Black Bolt screaming.
