Leaning towards Billy. Homelander might pull a win based off how ruthless he can be, but I'm not entirely sure he can hurt Billy at this point. Hopefully Stormfront will provide some sort of scaling for him in season 2 so we can see how he stacks up to other power houses.

I don't think Homelander has many feats from the show yet. We know he's super fast, and pretty strong. But we don't really know how strong.

Also what Homelander did so far was joking around because nobody in The Boys verse is close to him in terms of power. A serious Homelander would get a x100 power boost by logic.

You do realize that feats>everything you said right? You didn't even post Homelander's most impressive feat, which is statuing an explosion. That's nowhere near DCEU Superman. Homelander hasn't shown anything in terms of feats that rival DCEU Superman.

Feats are useless when Homelander is made to outclass Superman. You can put Homelander inside DCEU verse and he will do what Superman did but much better. He casually statued an explosion, something that Superman can do only if he goes serious and with his full speed.
His lasers are also above Superman's ones. Homy casually divided an airplane with it.

What is this based on? Earlier you mentioned that it's because those Supers are newer versions, but why does newer mean more powerful? There are many recreations of characters that are less powerful than the originals, examples include Reeves/Smallville and DCEU Superman. The latter is less powerful than the former two despite being newer.

MoS Supes was a casual 80,000 ton striker with mach 200 haymaker swings. Homelander has yet to show anything near that.

Homelanders best feats are his heat vision feats. His best heat vision feats are melting airfoil of a learjet and cutting people in half. Which although impressive is nothing compared to billy who casually channels and wields lightning which is significantly hotter by comparison.

And of course homelander would SAY he's stronger than a nuke but it's never been SHOWN and what has been shown puts him at way below Nuke level. He literally got taken out of the fight by getting a bus dropped on him and didn't get up for at least 10 minutes, but you think he can take a nuke? Nah son. It doesn't matter what he said.

Shazam isn’t top tier in the DCEU verse, he’s still pretty low for high-end heroes, DCEU WW would still take him.

Homelander is vastly underrated here. We haven’t seen even 50% of HL power since there’s no reason for him to use as much. I don’t think we ever will, for that part.

I do believe that HL should be able to take Billy as of his first movie, tho it would be a quite challenging fight!
