Toga scales to 5% and Aizawa who scale to Iida’s Recipro which is also FTE. FTE means almost nothing anyway since it’s unquantifiable unless other context is given.
There are several things wrong with what you said. First, that feat was travel speed which ist he speed at which a character or object can move by running, or through similar means that do not involve flight or teleportation, which means that Toga scales to him in combat speed (which still isn't likely) not travel speed. Deku scales to Ida in travel speed, and Aizawa does not scale, also the scene with Aizawa wasn't really a speed feat, she reacted to his attack, and then stabbed him, that's all that happened, it's a reaction speed feat but it isn't much of an impressive one.
Her semi immortality didn’t prevent Kishibe from defeating her and Denji multiple times in a row. We also blatantly see her go down to getting her throat slit and expending too much blood.

Toga doesn’t just ingest the blood of everyone she fights. She’d only drink Power’s blood if she fell in love with her or felt she needed to become her. Both circumstances aren’t gonna happen here.
Without that ability she's losing, her speed isn't a issue at all, the chances of her blitzing a superhuman like Power is very low, and also scaling to that version of Deku isn't impressive, since the feat was performed by a version of Deku who was serious, and trying to win from what I see, he wasn't holding back against Stain, and wasn't at full power against Toga, also by the way Toga blitzed him in combat, that's reaction, it doesn't mean she scales to him in travel speed, which the feat against Stain was.
What’s Power’s best stamina feat?
Honestly, I would just scale her to the weaker versions of Denji in base form, but she did go against dozens of zombies, without tiring herself out, and she should have stamina above a normal human such as Toga herself, and in the slaughter house, where they are, she can just drink blood from the corpses of animals, or those of the workers, the house isn't cleared out, there are still humans and animals inside, so she could fight days on end, with the blood supply here, and the animals blood doesn't help Toga that's for sure.

I don't see her beating her, and after looking at the location, it makes it even more unlikely. As Power can just drink the blood in the area, and there are large amounts of blood. Even if we assume no humans, are inside there are still countless animals, which power can use for regeneration.
