@silentnightz: First of all EMS Sasuke never fought the raikage, it was MS Sasuke, secondly it has been established that lightning in naruto is faster than real life lightning based on zetsu's statement.
I'm pretty sure it was EMS Sasuke, but you could be right. TMK lighning jutsu in Naruto is still just inferior to senjutsu(natural lightning).
It was NOT EMS Sasuke, MS sasuke was the one that attacked the kage summit and tried to kill danzo (succeeded) then after the fight kakashi and co tried to stop sasuke, that was when he got blind, obito took him back and implanted itachi's eyes in him. Whats TMK lightning jutsu?? And no kirin is not senjutsu based, was never classified as one nor does it have senjutsu properties, senjutsu chakra has to be molded too youbknow, they don't just come off on every natural thing like rain or natural storms etc, senjutsu is chakra thats molded with (spiritual/physical/nature energies combined into 1).

I don't recall Sasuke using any snakes as meat shields except Manda but that was against C0. Have to go double check.
He used a smaller snake to block a c2 explosion, manda tanks anything Gil has up his sleeve
• sasuke will surely be hurt by some of his attacks ( but we know he hit himself with chidori to diffuse the nano bombs he inhaled against deidara, and he took fire style technique with CM2 wings and also some explosives from deidara, not to mention he can use oral rebirth, substitution, and snakes as meat shields for defence so I'd say he'll be okay regardless) , but then again gilthunder is not as versatile, he attacks with lightning bolts and engages in cqc, lightning bolts wont really put down sasuke when we know kakashi could cut lightning bolt with raikiri and he stopped kakuzu's raiton attacks with raikiri meaning sasuke could do the same and stop lightning attacks with lightning.
Sasuke can emit Chidori form his entire body, he's never been hit by it. That's how he diffused the bombs. As for the other techniques you listed, they have lower AP than Gilthunder's attacks and still did damage to Sasuke.
Sasuke isn't immune to lightning style attacks. Kakashi cutting and negating lightning 1) isn't a form of resistance, it's a counter I never said it was a form of resistance, I said sasuke could counter Gils thundorbolts using the same tactic, and 2) has nothing to do with Sasuke. Sasuke is a bit more resistant to due to his chakra nature but it still affects him. No sasuke does have a similar move, and he is knowledgeable on the fact that raikiri could stop lightning bolt so I'm pretty sure he'd try using the same counter considering how smart he is.
He did hit himself with chidori to diffuse the nano bombs though (he didn't stab himself with it yea) but he sure hit himself.
• I am not saying sasuke infinitely spams substitution, just saying its an option he has which can be used to avoid a lethal attack. And yea sasuke does use substitution especially hebi sasuke who was smarter in battle. He used it against deidara.
He used it once against Deidara, so I presume he can only use it once per fight(to avoid NLF)?
Substitution jutsu is not a chakra taxing jutsu and it can be used more than once thats for sure, but lets for the sake of argument assume he uses it once...
And then for additional points as to why sasuke wins;
• Kirin - on a normal ground kirin is hard to prep but sasuke facing someone that changes the weather works to his advantage, it'll be much easier for him to prep kirin considering Gil forms clouds while attacking with lightning bolts, sasuke's kirin is above anything Gil tanked and will oneshot him.
Gil can counter Kirin with Iron Hammer of the Thunder Emperor, which is also out of Sasuke's tanking range. Gilthunder has better durability feats and more versatility with lightning.
Iron hammer is much weaker than kirin, so thats no counter actually, Gil can't stop kirin at the end of the day which will oneshot him..
• Genjutsu - Gil literally has no way of defending against that.
If Gilthunder blitzes, he won't have to deal with genjutsu, and he does have blitzing rights based on what I've seen of Sasuke at this point(he's not faster than lightning). Gil can blitz and strike multiple times at this speed meaning his combat speed is higher than Sasuke's as well.
As I said, Sasuke scales scales to a lightning timer, and in naruto lightning is faster than IRL (by quite a good margin), so logic dictates he is more than fast enough to react to gilthunder.
And gilthunder doesn't really have the higher AP like you suggest.
I haven't seen anything to convince me otherwise. He did throw a spear like 7 miles, he's faster, and has a higher combat speed. His lightning attacks are large hill level at the least, large mountain-city level AP. He should have what it takes, but tell me how you scale this version of Sasuke.
Yea he threw a spear 7 miles (while enhanced with lightning), he is a superhuman after all, logically speaking superhumans on their levels should easily do something like that, its just that feats like that are not thrown around. Gilthunder being large mountain level is you highballing him, he has NO feat that puts or scales him to large mountain level as he doesn't scale to any commandment or anyone with large mountain feats. He should be town + level ish
