I think arrow. Arrow's experience gaining is more efficient by being stranded for 5 years on island. Batman is weaker overally than Captain but via inferior physical stats but Batman, Deathstroke mentor are much superior martial arts masters. Ollie has better pain endurance.

Decent matchup, Hawkeye has always had more going for him in CQC. Neither has many actual unarmed feats to my knowledge, but if general melee or stats are any indication, Barton takes all rounds.

Arrow's best feat off the top of my head is probably managing to keep up with Deathstroke close range, not sure how well Hawkeye holds up against that or what GA's other feats might be like for h2h
