I'd give it to Hal, I think he has more/better feats.

I'll go with Jon. Hal always needs help from Kyle or Alan to beat Sinestro whereas Jon is always able to beat Sinestro in the Justice League cartoon by himself

John is a better tactician, but Hal has much better high end feats. I give this to Hal, since tactics don't matter that much in a Lantern vs Lantern battle.
