so in the range of City/Mountain level.

Bijuudamas can vaporize entire mountains, so around multi mountain level I guess.

Island level.

The power of a bijuu dama is dependent on the amount of chakra put into the attack. Kurama made a bijuu ball bigger than himself during his fight with SM Naruto. That bijuu ball is going to be many times stronger than the casual bijuu ball Naruto did against the 5 bijuu.

You cannot put a blanket statement over bijuu balls saying they can only be as strong as the weakest one. This has been demonstrated with the juubi firing off juubi balls of different sizes which had different levels of strength.
