I'd have to give this to Harry Osborne. He's strong enough to go toe to toe with Spider-man. In this series, Spiderman's reactions, strength and speed alone, place him at a level far superior to Iron Man, who had difficulty with The Winter Soldier & Captain America.
Iron man having trouble with Cap and Bucky was pure pis.
He wins this
Bucky's metal arm was able to over-power one of Iron Man's. You shouldn't over-power Iron Man, who hasn't really done anything impressive.

Harry was far from Spidey's level. Peter was just trying to calm him down in thier first fight, when he became bloodlusted, he stomped him, even though Harry had location advantage and many weapons.

How? Norman pretty much just fought a comparatively noobish Spidey and got stomped as soon as Peter was bloodlusted. Harry, while losing to a Peter who wasn't ready nor trying to fight, fought a more experienced and likely stronger version (via SM2 and SM3 feats). He also held his own against a morals off Peter later in the movie and ended up doing better than Papa Goblin. Not to mention that his glider is sleeker and has quicker manuverability and gear is more or less the same.

Maybe during the second part of the fight but the first part was more even.
In the fight in his house it was Harry attacking and Peter answered with dodges and counter attacks. Peter let Harry attack him so that he could dodge and land his own blows.
So yes I do think that Harry was holding his own. Before Harry got kicked through the door, he was matching Peter blow for blow.
Not to mention that Peter Harry was fighting with was Morals Off Peter who did not have problem on hurting or killing Harry.
However Norman was fighting fully bloodlusted Peter who was attacking him over and over again.
Yet Harry was able to counterattack unlike his father.
Harry maybe fought older SPider-man but that does not change the fact that he had problems against Peter who did not want to fight him and was not ready and was also focused on his ring yet Harry still lost, while Norman was facing Peter who was not getting sucker punched over and over again and was fully focused on the fight itself (at least the battle in the burned house and after the fight on the bridge).
Guess I don't need to mention Norman getting several free cheap shots in the bridge fight since you mentioned it. But before the fight in the house started Peter was dropped, what a hundred feet and barely managed to save himself and a second later took a bomb to the face that sent him flying through a brick wall.
So it's not like Norman was fighting a particularly fresh Peter to begin with.
Also Harry was punching and throwing Peter around yet Peter tanked it just fine
Just like Peter was tanking Norman's punches in their first two fights particularly their second fight.
while in his fight against Norman, every single punch affected him pretty badly.
Because he already got some cheap shots during the bridge fight, and threw a bomb at Peter's face before the guy oriented himself from crashing into the house. He was clearly weakened before Norman got off the glider.
Not to mention that Norman was trying to weaken Peter's spirit by attacking the ones who were closest to him. Hence the whole Gollum conversation with the mask by the fireplace in the scene before he attacked Aunt May.

I mean, I think Harry has better general stats... but Iron Man has far superior maneuverability and has his lasers. If it's a battle to the death... what's stopping Tony from just using his one off's and slicing Harry into carpaccio?

His rockets on his glider took down Giant Sandman and come on we all know Giant Sandman is way more durable than MCU Iron Man. Harry can one shot with these rockets

Read the OP, hes in character. Tony aint using lasers, hes just gonna repulsor blast spam and even that aint bringing down Harry as he swifted through a multi pumpkin bomb explosion, my man is too durable. Also Tony was bloodlusted then, he found out his parents were killed by Bucky smh.

He blitz Peter without triggering his spidey sense/precog. He was able to keep at a moderate speed in a confined space.
