Green Arrow. He's beaten that odds a lot in the past. The guy took down a giant robot on his own, and he's held his own against batman. U.S.Agent is good (though a dick), and the prep time would give him an advantage if he weren't so cocky as to ignore it. I say it's a close fight, but Arrow takes it.

taking down a giant robot...means what? Hawkeye saved the entire planet with an arrow...
U.S Agent doesn't need prep..he has curbstomped better and stronger fighters than Ollie.
I doubt Green Arrow could beat American Eagle or Major Victory..let alone U.S Agent.
