Arrow wins. He is a FAR better combatant, and has more impressive marksmenship feats. The trick Arrows are about even.
Ask again in a couple months. Right now I have to give it to Arrow simply because Hawkeye doesn't have enough feats.
You also need more details. In character? Hawkeye gains an edge for indifference to taking random lives. Location? Close quarters or lots of cover helps Arrow who actually has stealth and h2h feats, wide open range may help Hawkeye. Etc, etc.
Hawkeye made an arrow go round the Shield HQ by measuring the air resistance/pressure. He shot an arrow that went right through a plug as well. He's the better archer. As an overall fighter, I'd give it to Ollie though.
Ollie would have to either use his prep to be able to lure Clint into an ambush or hand to hand range, otherwise he fails his city.
Ollie wins a hand to hand encounter, Clint devastates Ollie in ranged combat.

So, you're assuming that Clint would open the fight with an explosive arrow? There are two problems with this. If they do decide to kill just as fight begins, Clint would have an arrow in his eyes before he can even take out an arrow and load it. Oliver's draw speed is ridiculous. This should give you an idea-

That was first. Second, Clint is not a very tactical fighter. Or a very good observer. He aimed Loki's eye with an explosive arrow. Know what would happen if he did same to Oliver? Oliver would simply dodge it and the explosive arrow would explode harmlessly a few hundred feet behind him. Oliver does not go for catching arrows. He dodges it. Heck, he has pulled the same move Clint pulled on Loki, on Merlyn. He's not falling for that. Or he can simply shoot the explosive arrow out of the air with an arrow of his own. Also, Oliver does aim dodge bullets. Not sure why its relevant in this fight though.
Oliver is not loosing to Clint, no matter what the starting distance is.

And he'll do all that before Ollie shoots one in his eyes or just one through his arm? Read my last post. Clint's draw speed is no where near Oliver's. He won't be able to shoot one arrow before Oliver, let alone four.
@rbt: I'm assuming there is cover in between them? The OP does not state a starting distance so I'm assuming they are least maybe 30-40 yards away from each other with cover in between considering this is a fight between two characters with range weapons.

They start 20ft away according to official rules.

I actually liked that they focused on Hawkeye in AoU. Maybe if he ever gets a solo or team up movie with Widow.

Rarely. And most of the time(if not all) he's been shot from his blind side. Merlyn tagged him from behind. Thea tagged him from his side. Komodo tagged him because Oliver was on bike and couldn't dodge properly. I don't remember him ever getting tagged when he has had room to move. I might be forgetting an instance or two, but that wouldn't change the fact that Oliver dodges over 90% of arrows shot at him. Hawkeye has never faced someone with such reflexes. Heck, Natasha was able to aim dodge him, means his aim is not as good as people make it out to be. At least not in a close combat.

Clint isn't faster than Oliver. Clint's a better marksman for sure but Oliver can catch his Arrow's and hit Clint with one before the guy can draw.
Oliver wins. In terms of archery/marksmanship, I believe Clint has the better array of arrows (not by much), but 2 weeks prep is probably gonna negate that advantage, and at this point I would argue Ollie is quicker on the draw and just as accurate (if not moreso). Plus he's shown many feats of catching, dodging, and deflecting arrows. If it comes down to H2H, Ollie wrecks.
i think the cw green arrow wins because he fights guys with guns on a daily basis and there is a old saying dont bring a knife to a gun fight well brining a bow and arrow to a gun fight is very silly even if its a cross bow that fires mutiple rounds
even if clint is a better archer cw arrow will close the distance and beat clint up
