Green Arrow (CW) vs Bucky Barnes (MCU) - Read OP

Matchup between Oliver and Bucky with these conditions or anything similar hasn't been created yet, and am thinking this might have some decent discussion value.

• Green Arrow is wearing his standard suit and has his bow and regular arrows (no trick arrows of any kind).
• Bucky is wearing street clothes and is unarmed.
• No prior knowledge except for what they can visibly see of each other (assume Bucky's metal arm is visible).
• Both are in-character, but fighting seriously/all-out. Fight is to the death or KO.
• Starting distance of 10 yards with cover everywhere (assume the fight takes place in a decently well stocked warehouse, so crates all over the place distributed randomly).

Who wins here and why?

Oliver if he plays smart with gear. In cqc he gets his skull destroyed

Bucky is a joke unfortunately

Oliver needs to be unarmed to lose to Buck.

Obviously Oliver.

Bucky gets an arrow

The setting favours bullets over arrows, Bucky should win but I could be convinced otherwise

Bucky doesn't have guns here though.

Winter Soldier, if he can close the gap, which I think he can, due to the excessive cover specified in OP.

I actually think he can close the gap, he’s an arrow-timer and Oliver usually closes the gap himself after his opponents deflect or evade an arrow or two.

If Nyssa scaling (or some of Oliver’s better feats like beating 8 Ghosts) are consistent, Oliver should have time to realize that he can’t hurt Bucky and kill him with an arrow in cqc.

Oliver's not beating Bucky in pure H2H.
