I'd like to mention that, yes, Black Alice drained an unbound Spectre. But I'd like to make the argument that the fact that he was unbound might have made it simpler for her to do so, since he had no true anchor to the physical world. That and she couldn't do anything to him, since he just became a spirit right after she took them.
So it's possible that she would have been unable to do so if he were bound to any of his Hosts (minus Hal, because Hal's Spectre sucked), unless there's a circumstance where she drained a version of Spectre who had a host, which would be interesting.
