At first glance Goku would stomp, but he didn't master the attack portion of UI yet, and Frieza was able to take an hour beating from someone arguably even stronger. Goku was not given an infinite time limit in the OP, and planet busting was not restricted. Frieza could honestly win this. But obviously in a fair fight he would get his but kicked.
