EOS Tatsumi can win since his strength is above Genos, but Genos is faster, but I still take Tatsumi.

EoS tatsumi actually has the feats to tank most of genos' attacks and pur him down, IMO.

The anime did finished, while the manga is still continuing. Think of it like Black Butler or Fullmetal alchemist where they try to stay true to the source material until it catch up to the manga, and decide just to be original and different from the manga instead of waiting for it.
