Who would (probably) take it?
Current versions for both.
At the moment Garp, since he has some real feats unlike Shanks, and the fact that he was supposed to be the strongest Marine at Marineford.
But if we consider hype and scale him by Mihawk then Shanks wins.

Garp effortlessly blitzed Marco and sent him flying with just one punch. The same Marco who blitzed all 3 Admirals and stood his ground against their strongest attacks.
And Mihawk has no feats which put him above Garp. His best feats are toying with pre skip Luffy and splitting that iceberg from a distance, both of which can be replicated easily by Current Zoro.
@leo-343: Akainu blocked a serious Whitebeard's axe with a foot. How is Shanks' feat better than that? It is impressive but doesn't put Shanks above admiral level, no matter how you look at it.
Marco and Vista blitzed Akainu, it is when Akainu remarks that Haki users are annoying. Marco also held off Akainu's attack for a short time, and this was when Akainu was pursuing Luffy so of course he was serious. And Marco's short bout with Kizaru clearly showed that he is more than a match for the admirals.
Marco also took no damage from Kizaru's as well as Akainu's attacks, due to his regen. But Garp's punch sent him flying in Phoenix form while the Admirals couldn't even make him budge. Garp's strength is obviously considerably above the Admirals.
How is old age an hindrance in OP? Whitebeard was the oldest character in the series, yet he was far and away the strongest combatant at Marineford. Rayleigh is old yet he can match Kizaru without breaking a sweat. Sengoku is old but can still engage the entire Blaackbeard crew. Fujitora is old, bliind and walks with a stick. Yet he can stomp all the current Strawhats, summon meteorites out of the blue, catch Doffy's parasite strings mid-air,etc.
I want to say Shanks but I haven't seen anything that suggest he's better than Garp. Not to mention Shanks seems to have normal human durability when he lost his arm to a sea creature.

Plot at most TBH. Despite the many feats OP characters have, i can imagine the likes of Luffy or Sanji losing an arm to a monster just for the heck of it. Obviously based off feats this shouldn't happen.

@jaycool2: Which is extremely unlikely. He was a yonko when Luffy was a kid. We were basically at the end of Roger's Era when he made his first appearance.

eh, i'm just stupid tbh i always thought shanks became a yonko in between when he last saw luffy and when luffy first became a pirate. Guess i'm wrong
@jaycool2: if you remember his conversation with edward regarding teach, edward mention that he was surprised when shanks lost an arm, in which he was wondering to shanks lost, that already gives you an idea that shank was already on par with edward.

Its hard to say tbh. Garp was capable of going toe to toe with rogers and iirc it was implied that he would murder akainu in a fight. Not to menyion his punch against marco dud far more harm than any of the other admiral's attacks. If they were both in their prime, i would definately go with garp but since its current version, i guess shanks takes this more often than not.
Current Shanks would almost certainly stomp, although a case can be made for Garp in his prime based on hype alone.

@ghostravage: all Mihawk said was that he didn't want to fight a one arm man it's not necessarily means shanks is weaker only that he don't want that kind of a fight cuz if he wins everyone will say he won cuz shanks have no arm and if he lose than it will be twice more shameful it's a lose lose tipe situation for him
This fight is actually a good idea, because Garp taught his grandchildren to be marines and he was so sad to see Ace go because he was a pirate, and knowing that Shanks was the one who showed Luffy the pirate way, he would hunt him down.
Both are extremely powerful, I would say the fight would last as long as 1 week, but Shanks would win high difficulty, being able to split the sky, clash with akainu and whitebeard easily, while Garp was slightly above Sengoku's fleet-admiral level maybe yonko level, but Shanks is just a different tier of yonko level being above Kaido and Big Mom. If it's at the prime of both characters, Garp one shots low difficulty.
Shanks low diff; singlehandedly stopped the war while Garp stood there like a chump incapable of doing anything.

If it's current then Shank's pretty easily since Gap's power likely declined similar to Sengoku's, also he's rusty. If it was MF then it would be really close and go either way with Garp possibly taking a majority, only due to hype of Garp being PK level in prime and like Whitebeard he should still be strong at old age so around Yonko level except Garp isn't sick like Whitebeard, but Shank's still has a chance to pull off a majority here. Garp only held back on MF due to conflicting emotions about his family and his duty as a marine. Prime Garp however wins since he was a rival to Roger and on multiple occasions nearly killed Roger (= To Prime Whitebeard the strongest man in the world after Roger died).
