Spectre wins here
Spectre definitely has majority, and I can see why. I do see one teensy possible flaw though. Spectre's whole thing is that he can pass what ever judgement he deems fitting. Galactus is incomprehensible to most beings though, which is why they each only see facets of him. I know Spectre can pretty much be omni-present, is that the same thing as being omniscient? Also, Galactus created "the Ultimate Nullifier, an object of tremendous power capable of destroying and remaking the multiverse, " A lot of people were saying he was not a multi-versal threat, but that sure sounds like it. Besides Owl-Man made a device to destroy the multi-verse in DC so... I think that term is kind situational. This scan here says Galactus is not even a physical being. How do you kill that? Was everyone like Galactus in the previous universe? Cause I mean, they are all kind of dead after all. Spectre can be harmed by "powerful magics" and I don't know if the Power Cosmic counts exactly, but I doubt he'd shrug off a full force blast. I guess It's a little tough for me to wrap my head around Spectre's power. He just "Makes stuff happen" as he sees fit? Talk about God-Moding.
I think this thread needs a bump. As far as I know, spectre unamped has little to no multiversal feats, while galactus is low level universal with solid casual multi galaxy feats & pocket universe feats.
Also, he lost to parallax, who had difficulty in remaking the universe. Lifebringer should beat him.
I think we have to define full power. Because if we take full power as the form as he took against the anti-monitor again he slays galactus. Granted, spectre absorbed all the powers of all magical beings but he still has the ability to do that. So if he uses that ability he wins. And then in other incarnations, the spectres power can grow along with how evil the villain is. And considering how many worlds galactus has eaten, we’re talking about a very suped up spectre.
