@takenstew22: she was a weaker host or better said not as powerful as Jean. When the Beyonder gave her the power to kill him he said she was denying her glory and it wasn't until then she imagined how Jean must have felt as Phoenix. The Phoenix then confirmed to Jean's younger self that Jean's (adult), power and influence with the Phoenix is unmatched because she's the perfect vessel. This after young Jean (who is/grows up to be adult Jean) being able to use that power and influence to fight the Phoenix in it's own mindscape/heart/nexus of blah blah blah ect..., the White hot room. That instance tacitly confirms that Jean was always the most powerful Phoenix. Don't get me wrong Rachel is second, a close one because of why the Phoenix noticed her, and has the longest period of being Phoenix, but Jean is top dog per Phoenix and Death. While others given it's power, Death said it was Jean's unique gift to wield it, so it's basically a power of hers, which is probably why she can keep it bay, make it go away, and remove it from other hosts without being possessed by it.

@takenstew22: She‘s officially the weaker host, but as far as I’m aware, she’s got much better feats than Dark Jean; which isn’t Jean’s most powerful form nor is it the most symbiotic when it comes to her relationship to the Phoenix.

Also, I am pretty sure Classic Rachel had statements of being more adapted to the Phoenix than Jean as well, so Jean being superior, seems more like a retcon than anything; but don’t quote me on that, I’m not a phoenix expert.
