Could go either ways, both are roughly In the same tier power power but like the lost above said, gajeel should have the edge due to his intangibility.

Gajeel stomps low diff. Gaara's weakness is if the opponent has the strength to break his sand like Kimimaro did, and Gajeel has fairly good strength feats and scaling as well.

If Gajeel can eat the sand, then its a done deal for Gaara. Gajeel scales to base Natsu and can fight in an iron form.

Gaara is being underrated here, he and the other New-Age Kage were able to stand up to Kinshiki, who scales to Sasuke, and Gaara was arguably doing the best. New Age Kage are mid Hokage tier At the very least from scaling, otherwise they would have been blinked by a character that far above Edo Madara.
