It took a weakened Norrin 36.5 seconds to fully power himself up to destroy a being that was casually destroying planets.
A fully powered Norrin could arguably do it in much less time.

Good point. though I will say that if his power comes from the board as stated in the movie, and he was shown to make the board, a building, a bus and some people intangible, he should be able to make himself intangible

Not once was Silver Surfer displayed as being intangible.
He went straight through Sue's forcefields (face first, so the board didn't come into it), that's intangibility. Given he at several points seemed to be part of the board (i.e when he was literally inside of it during the chase scene or when he went straight through it) it seems pretty obvious intangibility or absorbing things isn't limited to his equipment.
I would think Carol drains him, unless this is the Surfer that puts out planet sized blasts.

Not what I mean, he didn't display that level of power throughout the movie so it's not a very consistent showing IIRC.

That's probably more to do with who he was fighting (and he really didn't do any fighting anyway) then consistency. He oneshot/healed Doom and manipulated Johnny's powers. The only time he was actually trying to beat/kill someone he used that blast.

I know, the blast Doom was hit with healed his dis figuration. Pretty clear he wasn't trying to kill Doom.

To be fair Doom was very incompetent.
@buildhare: Go back and re-watch that scene, Surfer was never depicted as intangible in that movie.

He wasn't really inconsistent. He stomped everyone he fought and created those gigantic holes on Earth, that seemingly went all the way to the core. He was only defeated through a plot device.
