Its either Ninja or Shinigami. Those are the only ones who will 100% have powers.

Its probably Ninja, given we have seem more meaningful feats from fodder ninja in the great war.

The fodder ninja due to being at least supersonic with substitution jutsu, genjutsu, and various ninjitsu.

The only other one I can see winning is fodder pirates from the new world that have haki.

I say fodder ninja but fodder dbz is a close second. Hercule being thrown around, blasted away, etc. throughout Cell and Buu saga stands as feats for Dragonball fodder.

Definitely pirate fodder.

People forget that even fodder pirates and marines in One Piece can use special abilities, haki, rokushiki techniques and are strong enough to punch holes in the ground or through walls and even cut through small buildings, they are also fast enough to dodge bullets. Even in early One Piece/ East Blue saga, fodders were strong enough to break the side of a cliff with their bare fists.

Those definitely aren't the fodder being discussed here. It's basically the background trash that dies in one hit. Hence the use of the word fodder. One piece fodder is not dodging bullets, using haki, in the possession of fruits, or any of that shit.

Naruto fodder should win since they're still a ninja while DBZ fodder is limited to humans which is just the trash fighters in the tournaments. If it was just general DBZ fodder then they'd win since freeza's army should have a stat advantage over the other universes' averages.

Fodder marines during dressrosa were seen using haki.

Fodder pirates of Kuro's crew could break a cliff with their bare hands.

The fodder pirates that attacked Big Mom's party were all using special abilities and were fast enough to dodge bullets.

Fodder soldiers of Big Mom's army cut through a building like butter while fighting a weakened Luffy.

Fodder gladiators were also seen using different abilities and techniques and were strong enough to create holes in the ground.

Fodder pirates of Whitebeards crew/alliance were taking on Pacifista's.

Those are all examples of background fodder.

For one thing the fodder at Marineford was being wiped by the Pacifista. This is made pretty clear.

All the marine fodder at the navy HQ were around the same level as the captains that attacked the straw hats at enies Lobby during the Buster call, they were even giving Luffy a hard time.

Also, there are much more New world marine soldiers than just the ones we saw at MF.

So yeah, all of these are fodder.

Not to mention that the army of the Navy alone, outnumbers all of the armies in Naruto combined.

Fodder means the weakest of the weakest, so I don't understand why some people are mentioning pirates with haki and or Yamcha, by that logic, you can also mention Fodder Jinchurikis.

Fodder Ninjas will definitely win, considering every ninja go through the academy where they learn basic techniques. So even if they are extremely weak, they still have several Ninja techniques and tools to help them win.

Second would be Fodder Martial Artist. They are fodder because they are fighting against Superhuman main characters, but they peak humans and extremely skilled Martial artists that can beat any normal human in the world.

Thrid would be Shinigami simply cuz Fodders Pirates are last. We see main characters plowing through them and sending them flying like nothing, or simply knocking them out with Haki

The Pacifista's from the pre timeskip were outdated models, the ones from the post timeskip are upgraded ones and they still got one shotted by the Monster Trio.

Anyways, even if we leave out the Pacifista's, there's still plenty of fodder in One Piece with superhuman feats.

Also, why do new world marine soldiers not qualify as fodder ? They are nameless, don't have ranks and get oneshotted by even low tiers...That's pretty much the definition of fodder.

There are literally more New world soldiers in One Piece than all of the armies in Naruto combined...

Define fodder. Fodder as in background characters fodder or fodder as in Alvida from One Piece or Mizuki from Naruto?

There's still fodder pirates who can use Haki and destroy Pacifistas.

The average Fishman pirate for example, is also fodder, but they are 10x stronger than average humans and even able to destroy buildings.

So, even the weakest fodders are still peak human or even superhuman.

The difference is, you are using elite "fodder" ( the S class Jonin ), i'm just using regular soldiers. You using Jonin would be the same as me using officers or captains.
