Not being a dbztard here but even regular saiyan arc Vegeta should be able to win not stomp but win mid difficulty without having to go great ape. Great Ape Vegeta is argubably Planet + level considering the oozaru transformation is 10 times stronger than a persons base form.

On Topic, I’m going with Vegeta. Sasuke has speed but I’m pretty sure Vegeta has more overall stat advantages. Without any prep or knowledge, Sasuke doesn’t have a reason to go for the tail or anything like that. Plus Vegeta showed pretty good reflexes when it came to protecting it from Krillin and Gohan, he just didn’t know there was anybody else in the area.

Oh well, I haven't touched on either Naruto nor DB in a while. So forgive my lack of knowledge in my current claim.

If I remember correctly, the context between light speed reactions in DB is a bit inconsistent as I don't recall anything directly implying Either Vegeta or Goku to move at that speed. Even if we scale to other characters. At least not during the Saiyan Saga

As Naruto seems to treat Light speed as the peak of Naruto/Sasuke's abilities. Naruto dodges a beam immediately after entering his strongest form. As a way to showcase his newfound power. And Sasuke can match him in speed.

Not only that, but Sasuke's displacement ability makes him all the harder for Vegeta to hit. To top it off, Sasuke is a more creative fighter too and can find various ways to turn the fight to his favor.

How much can they lift?

Bijuu Susanoo shit stomps with a few casual swings that clown great ape form has zero durability for its tail which is an instant defuse switch so should count as a win since great ape is no longer present.

Vegeta would be better off just fighting in his normal form here.
