Flash vs Quicksilver (with Terrigen Mists)

i know that normal Quicksilver would eat dust before Flash.. but what about his incarnation with the Terrigen Mist which increased his speed to insane proportions.. resulting in him now possessing the power to vibrate his atoms so quickly he can now break the barriers of Space and Time and travel into the future..

Fights always take place in a neutral arena where the characters get access to their full powerset.  Unless otherwise stated by OP, of course.  So, here, Flash doesn't need to be in the DCU to have access to the Speed Force.

Doesn't matter if he sees it, there isn't anything he can do about it

You would be wrong about that, the fastest he's ever gone is mach 5, Flash casually goes FTL with ease, so even if he could see him he wouldn't be able to react fast enough before Flash punched his head off

The time powers are not speed related, unless he's going to run away from Flash by moving to another time stream, their isn't anything he can do

it is not all about SPEED.. if it was then this should just be a race..
 
please do consider all the abilities and skills of the characters involved..

but Quicksilver with the Terrigen Mist is no joke..
 
he could probably reach be 80 - 90% of Flash's maximum speed or even stalemate Flash in speed (again, it is arguable)
 
but aside from Speed..
 
Pietro is more cunning and devious than Wally.. and arguable far more intelligent.. he could couple his new found speed with more astute strategies.. (remember he has been a bad guy before)
 
I'm not saying that he automatically wins.. but one cannot deny the possibilities..

No he cannot, the only notable ability was to vibrate his way through the time stream, which had nothing to do with speed. Even with the Terrigen mist Quicksilver doesn't even have 1% of Flashes speed. 
 
It is all about speed, because Quicksilver can do nothing to hit Flash or defend himself before he gets KO'd
