These are two different quotes from two different volumes of the LN that have absolutely no connection to each other. The former is talking about a hypothetical possible hierarchy (which is also mistranslated because the official translation mentions a downward hierarchy instead of an upward one) while the latter is talking about 4th wall breaking and characters in fiction knowing they are part of a fiction and repeating the process again and again. Absolutely out of context.
