Firstly, he was on par with the celestial spirit king and was easily withstanding & parrying his attacks. The same spirit king that has a city/small mountain level feat(he busted the cube).

Secondly, mard geer is also => hades who actually had a mountain level feat(lemme know if u need the scan) back at tenroujima island arc against makarov.

So as far as I know natsu hasn't lost to any city block level character.
