Cap wouldn't have Thor's lighting mode where his eyes turn lighting and stuff so he gets beat. In fact, I don't even think lighting can even hurt Thor.
Thor stomps.
@mad_jim: LOL
Under these conditions Captain America absolutely stomps him. Thor only awakened God Mode at this point in the story after a lengthy fight and a painful beating from the Hulk. Cap would make use of his superior skill to cripple Thor early on with precision strikes, Thor would lose consciousness well before he manages to realize the extent of his powers.
If this is Thor by the end of Ragnarok then it depends if he opts to use lightning mode before getting in close, which I admittedly think he probably wouldn't do.
@alphaq: Where is there canonical evidence of MCU cap's superior skill? I'd like to believe this is true but this is only speculation, right?
@ashketchum93: I don't think that it was ever outright stated that Steve is the more skilled of the two but he has shown better displays of skill throughout the movies and, once he had stats around Thor's level, greatly outperformed him when it came to fighting Thanos.
Lightning Thor obviously stomps
Base Thor shouldn't be able to beat a Mjolnir and shield wielding Cap, but if Cap drops Mjolnir at any point in the fight, he's done for. Even if he can't throw Mjolnir, Cap can still spam lightning and fly and should be just fine.
But given OP's scenario, no fight occurs. Cap and Thor hug it out and try to escape
With Equalized Stats, and superior gear, CA wins. He is much, much more skilled than Thor. That part isn't debatable. Remember this is Cap replacing Hulk in the arena. Thor hasn't unlocked his power yet, he only does so when the Hulk is beating down on him. CA will do better than Hulk did.
Thor takes the hammer away and then proceeds to murder him. He's leaps and bounds more skilled at using Mjolnir than Cap.
Also, I wouldn't say the raw skill gap between Cap & Thor is all that big to begin with.
@mangonation: Thor's arguably more skilled considering he's been fighting for 1500 years.
It'd be worth pointing out that thor could take back the hammer, or at least render it useless, considering he's not unworthy in Ragnarok

Cap stomps hard. He's not an idiot who will let his worthy opponent take the hammer away. With shield he's not getting tagged.
Um, I think Cap is lightning resistant with Mjolnir since the attack he used before Thanos grabbed him had an area of effect on the ground with lightning. We all know Cap normally feels pain from powerful stun batons and Cap didn't seem affected by the AOE. Still need more clear footage of what was going on there though.
@darthvaderrocks: It can't from what we've seen the only time he has been tased or electrocuted is when he was a mortal in the first Thor movie, Ragnarok did have those little disk things, Obedience Disks, but that isn't electricity it shuts down the nervous system and in the comics it was able to hold down beings like the Hulk, Beta Ray Bill and even Silver Surfer
I believe Thor, because from what we've seen Thor can't be hurt by lightning the only time he's been tased or electrocuted was when he was a human in the first Thor movie and Ragnarok had Obedience Disks that shut down your nervous system it wasn't a taser. You may say that Cap is more skilled because he shows more skill but Thor is still most likely as skilled if not more due to him having at least 1500 years of fighting experience and seeing as Thor knows Cap he'll most likely use that experience, also what is stopping Thor from just taking the hammer from Cap, even if Cap was holding the hammer Thor could call it back and then destroy Cap especially since they'll be going out and sure Cap could take the hammer back as well but even with it we haven't seen much he can do with it sure he 1v1 Thanos and did better than Thor in Endgame but Thor at the time was fat, drunk, suffering from PTSD and clearly was weakened so that isn't a source that we can use. Thor is also insanely durable and could definitely take the punches and blows Cap will throw at him and Cap is also very durable but if Thor was in his lightning mode Thor would most likely knock him out in a single punch seeing as it nearly knocked out the Hulk in Ragnarok. Thor also has great strength showings and if we use the rule of if you can take in a large amount of force you can exert it then Thor even when not in lightning mode but is still going all out could probably kill Cap with a single punch as Thor took the full force of a neutron star and if we do use the rule of taking in a amount of force then you can exert it then Cap would just die and you could say Cap took a punch from Thanos and was still alive but first of all Thanos doesn't have many strength showings and secondly there has been speculation that the punch killed Cap and when Thanos reversed time to get the mind stone he was resurrected and we do have proof that this is a possibility as Bruce was out of the wall that Thanos phased him into and Natasha somehow managed to get out of the rubble Thanos put on her and she did seem to be trapped so Cap being killed by Thanos' punch is a possibility and I don't think Cap's shield will do anything to Thor and if he wanted Thor could just slap it out of his way. All in all Cap may have the powers of Thor but Thor in Ragnarok was on a whole new level than what he was with Mjolnir
@iamacomicbook: no, Thanos never killed Cap. He just knocked him out cold. We also know Thanos hits harder than Hulk but may hold back on certain opponents.
Thor is still worthy so he could just take Mjolnir from Steve.
Thor wins.
@rebake: I just said it was a possibility seeing as Nat was out of the rubble which she was most likely trapped in and Bruce was out of that cliff Thanos phased him into and it didn't look like he broke out and the same goes for Nat she didn't look like she could get out and the whole holding back thing isn't true I mean look at the punch it doesn't seem like he was holding back I mean just watch the scene Thanos didn't seem like he was holding back so Steve probably dying and being resurrected by the time stone is plausible

War Machine or Hulkbuster could've lifted it off of her. Hulkbuster being phased probably worked like when Kitty phased Juggernaut into the floor in X-3. Steve certainly didn't die. The time stone spell Thanos was using was the beginner level spell Strange used on an apple. It only reversed the effects of time in one place.
