You don't know who Pennywise is? He's an ancient monster that exists outside of our universe. His power is power is kept in check by Steven King's creator character, so he usually only appears in our world via weaker avatars.

Don't know enough about Emperor Joker but I'm sure this isn't spite. But I'm also sure that Joker fears nothing in general so... good match up
@morleericks: Emperor Joker was regular Post Crisis Joker after he tricked Mr.Mxy into giving him 99% of his his power, and if you know anything about Mr.Mxy you would know this is spite/mismatch.

Pennywise the Clown is a Were Spider much like Crimson King, but of another Universe.
Stephen king himself relates Crimson King to IT.
Pennywise the Clown and the Spider are not ITs true form. IT is imprison outside Time and Space of the universe in what is called the Dead Lights. However its Psy presence (the Clown / Spider) is a physical vessel it uses to terrorize the universe of the Turtle.
As seen its true form cannot be conceived by mortal minds at all, even Bill's who Psy Power is boosted by the Universal Turtle.
It can Shape shift into any form from physical form to oozing puddle.
Fast as a Express train.
IT takes control of this man mind to kill and weaken the Psychic Group of surviving adults that challenge IT as kids.
IT Psy power is so great that he created a raging Pocket Hurricane.
IT in its frustration at being wounded lashes out by blowing up the Sewers, Stores, and Transformer Boxes as well killing many people.
ITs Psy Battle kills others and felt by the whole town.
If read you realize IT was not only battling Bill and Richie mentally, but stealing their very Souls (as mention a battle of the mind and spirit) into the Dead Lights where ITs main form is Imprison. This Mental Battle was dragged thru the Universe and outside it. The Turtle Beam does it's best to empower the Young Group and Bill to win. It could not be physically harmed or killed, only Mentally destroyed and spiritedly broken, the main point was killing ITs offspring and banishing IT.
So to recap, the only reason IT was defeated was because of the Multiversal Psychic Beam of the Dark Tower. Maturin, The Turtle and Bear Beam.
The 6 Beams split and protected by 12 Guardian Animals. They hold up the Dark Tower, the nexus of the Stephen King Omniverse. They are powerful Multiversal Psychic entities that protect and hold along there path all the Universes of Stephen King.

I'm a huge Stephen King fan but his cosmic level lore is just a complete mess. He leaves some things purposefully vague, as he does in many of his stories. So you end up with a character like Pennywise who should be a multiversal reality warper, but ends up getting defeated by a group of children because Stephen King wields PIS more dramatically than any popular writer today. He just does. I love him, but that's his style.
So 99% of these battle threads involving pennywise just turn into his hardcore fans using the thread as an opportunity to introduce Pennywise as this ultimate bad ass. He's basically a riff on Lovecraftian Elder Gods, but Pennywise has nothing on their feats.
Based on feats, this is a cosmic tier stomp for Emperor Joker. Based on potential, it could go either way.
"It" is a great book btw. If you don't mind getting legitimately creeped out.
It is definitely the scariest book I ever read. As for the battle, I agree that It is too vague to really define a power set.

Pennywise doesn't have a single feat above a nuke (for the pocket hurricane) and his eternally wanked True Form (always by people who never read the book) was defeated by a child who was explicitly not recieving help even after asking, and it took damage from 2 adults who were equally alone until the very last punch.
This thing could be defeated by fucking Ma-Ti, the most useless Planeteer from Captain Planet. Dude would one shot.

Even base Joker could concievably win. People seem to forget that if you're not suprised by the Deadlights you're not incapacitated (well, your soul/astral body isn't). All the Deadlights do is open It to being damaged directly and it's the most fragile thing in existence. Literally just being in a good mood hurts It and punching it is enough to make it spit you back out. And a small child, alone, also survived punches from It.
The Deadlights are the absolute worst move against anyone even willing to fight back at all.
