Here's how Elsa will emerge victorious:

At first she will morph into her ice form and fly away to avoid getting hurt by the others. To further protect herself she will craft a 16 Dimensional, quantum-locked, indestructible ice cocoon around herself.

Firstly, she will spawn the EXACT same Ice cube in seven different locations: Four will be scattered around Hulk's body, two in two separate alternate universes and the last in Anti-Monitor's antimatter universe. The fabric of space-time will be torn to accommodate for the same object existing in seven seperate locations, and wormholes will be created as a result to link them all together. Once that is done she will freeze the electromagnetism between Hulk's molecules until it simply collapses. The Hulk will literally fade away into stray molecules, and not only will the constant travelling through wormholes prevent his healing factor from healing his molecules back together, but also the contact with the antimatter will convert the ordinary matter molcules into pure energy, once and for all killing the Hulk.

Next she will battle CJ. CJ's infinite health cheat may pose a slight problem, but will quickly be countered by crafting an LSPD (or possibly SFPD or LVPD, depending on where he was) police helicopter out of ice. As we saw when she created Olaf, Elsa is capable of creating intelligent, self-sustaining life forms out of ice, so she will easily be capable of creating a helicopter pilot and gunner too. Since CJ's infinite health cheat didn't protect him from the police helicopter's guns he will simply be shot dead by the chopper.

Finally, she will face Dolan Duck. At this point Elsa will absorb the 16D ice structure into herself, transforming her into a 16D nigh-omnipotent reality warper, equal to or probably greater in power than the Living Tribunal. She will have omnipotent control over every dimension below the 16th. Sure, Dolan Duck is described in the OP as a 'dimension buster', but there is nothing to suggest he is above 16D, or even 3D, so like all parts of 3D reality he will be at Elsa's mercy. Elsa could merge him and Hellbent into the same person, or remove all his subscribers, but for this battle she will be conservative and simply remove his 'dimension busting' powers, and make all the changes she needs to turn him into a simply duck. Then she impales it's head with an ice spike.
