Elsa's power are at Odin level, and Godzilla is a quadriplegic and is confined to a wheelchair.

@khael: It's big enough to have a Godzilla fit on it. It also has a ventilator, head motion driving controls, and a small voice computer like what Stephen Hawking has.

Elsa has been raised to Spectre's power level.

You can't just "raise Elsa's power level".
